The True Cost of Building: What Your $/m² Rate Does Not Tell You
A practical guide to the true cost of building in New Zealand, including construction rates, professional fees, Council charges, development contributions, engineering, site works, services and contingency. Understand the full project cost before you commit to a design.

How much is my project really going to cost?
One of the most important questions to answer before starting a project is not simply “What will the house cost?”, but “What will the entire project cost?”
A builder’s $/m² rate is only one part of the equation. Professional fees, Council charges, development contributions, engineering, surveying, geotechnical work, earthworks and site-specific requirements can all add significantly to the overall project cost.
As a starting point
For a new residential project in New Zealand, we would generally allow approximately:
$3,000–$4,000/m² — standard to good-quality construction with a relatively straightforward design and site.
$4,000–$5,500/m² — higher-quality architectural construction, more complex forms, better specification or more challenging sites.
$5,500–$7,000+/m² — high-end architectural construction, complex structure, premium materials, difficult sites or highly detailed work.
These are indicative construction allowances only. They are not quotations and should not be used without considering the individual site and design.
What else needs to be allowed for?
Your overall project budget may also need to include:
Architectural and design fees — depending on the scope and level of service.
Structural engineering — structural design, calculations and PS1 documentation.
Geotechnical engineering — particularly where ground conditions, slope or foundation requirements are uncertain.
Land surveying — including topographical surveys, boundary information and construction set-out.
Planning and resource consent — where the proposal does not comply with the applicable planning rules.
Building consent — Council application, processing, inspections and certification fees.
Development contributions — potentially a significant cost for new dwellings or additional development.
Development and infrastructure works — including water, wastewater, stormwater, vehicle crossings and other Council requirements.
Earthworks and retaining — excavation, disposal or import of material, retaining walls and site preparation.
Service connections — power, water, wastewater, telecommunications and associated connection costs.
Landscaping and external works — driveways, paths, patios, fencing, planting and retaining.
Specialist consultants — such as fire, acoustic, energy, accessibility, flood, traffic or arboricultural consultants where required.
Appliances and fittings — kitchen appliances, heating, sanitaryware, lighting and other items depending on the specification.
Finance and holding costs — lending costs, interest, insurance, rates and other costs during the project.
Contingency — an allowance for unforeseen site conditions, design changes and construction variations.
Development contributions
Development contributions are particularly important to identify early.
For example, Tauranga City Council's 2026/27 citywide development contribution for a new 3-bedroom dwelling is $43,014 including GST, with a large dwelling currently at $55,918 including GST. Additional local development contributions may also apply depending on the property's location and development catchment.
A simple example
For a 200m² new home, using a preliminary construction allowance of $4,000/m²:
Construction allowance: $800,000
The total project investment will be higher once professional fees, Council charges, development contributions, surveying, engineering, earthworks, external works, service connections and other project-specific costs are included.
This is why we recommend establishing a whole-of-project budget at the beginning of the design process, rather than working backwards from a builder's $/m² rate.
The goal is to understand what the project really needs to cost before you commit to the design.
